This is general information compiled from public sources in October 2026, not legal advice. Rules and fees change, so confirm with the agency before placing a dumpster in the street.

The short version

  • On your own driveway or private property: generally no right-of-way permit is involved. HOA rules may still apply.
  • In a street, sidewalk or other public right-of-way: treat it as needing approval from the city or county first.

Douglas County (Gardnerville, Minden, Genoa, Johnson Lane, Indian Hills, the Ranchos, Topaz)

  • Work or objects in the county right-of-way fall under Douglas County’s encroachment permit, handled by the Community Development Engineering Division (775-782-6200).
  • As of March 23, 2026, Douglas County takes engineering applications, including encroachment permits and road closures, through its online permitting system, OPAL.
  • The county’s adopted fee resolution (2024R-053) lists a base encroachment permit fee of $136 plus a 4% technology fee; other fees can apply depending on the work. Confirm the current fee with the county.
  • Nevada law (NRS 405.230) lets counties remove unlicensed “obstacles or encroachments” placed in a county right-of-way after notice, and recover costs plus a daily penalty.
  • Note: US 395 and other state highways are Nevada DOT right-of-way, not county. Don’t place a dumpster on a state highway shoulder.

Carson City

  • Carson City Municipal Code Chapter 11.12 restricts placing objects that obstruct streets or sidewalks. Section 11.12.020 covers permits for temporary obstruction during building work, issued through the Building Official, with longer or more obstructive placements requiring further authorization.
  • Contact the Carson City Permit Center (108 E. Proctor St.; Building Division 775-887-2310) or Public Works (775-887-2355) before placing a dumpster in the street.

Lyon County (Dayton, Smith Valley)

Dayton and Smith Valley are in Lyon County. Check with Lyon County Public Works before placing anything in a county road right-of-way.

Tips either way

  • Keep the dumpster off sidewalks, out of bike lanes and clear of fire hydrants and mailboxes.
  • Use reflective markers or cones if the box is near a travel lane.
  • Your driveway is almost always the easier option. See how to prepare your driveway.
